With effect from Monday 7 Jun 04,
about 240 entertainment outlets located at Clarke Quay, Boat Quay, Orchard
Road, Chijmes, and East Coast Park will be able to apply for license to
operate round the clock.

These additional areas are
established entertainment areas and are also not located within public housing
estates. Please refer to Annex
A to view the maps.

Zouk which is located at Jiak Kim
Street will also be eligible for 24 hours operation for an initial period of
six months.
|
Although it is operating on a
stand-alone site, the authorities are mindful of the residential housing
located in the vicinity and the site is different from a key commercial
corridor like Orchard. Thus the need for Police to assess the situation over a
period to determine whether Zouk's location is suitable for extended operating
hours.

24 hours licensing for
entertainment outlets was first introduced in October 2003 and Singapore has
since seen outlets in areas such as Marina South, Marina Centre, Shenton Way
and Sentosa benefitting from this move.

Licensees who wish to have their
public entertainment licence extended to 24 hours will be required to apply in
writing through the Public Entertainments Licensing Unit (PELU).

In enforcing our licensing checks,
Police will be paying close attention to the issue of noise emissions. Police
will take action against operators who do not comply with licensing conditions
with regard to implementing noise control measures.

Actions have already been taken
against several errant operators along Boat Quay recently for leaving their
premises' doors wide open in breach of our licensing conditions.

With more popular local and
tourist nightspot and entertainment precincts eligible for 24 hours licensing,
Singapore hopes to attract more innovative lifestyle concepts to bring out the
island's round the clock offerings.

Operators will also have more
leeway to structure their businesses to capitalise on world events like EURO
2004 and special festivities such as New Year Eve's Countdown to benefit their
businesses.

Police, URA and STB will continue
to work in partnership with the Advisory Panel on Licensing, entertainment
outlet operators and stakeholders to make Singapore a vibrant city of round
the clock entertainment without compromising the safety and security of the
community.
