Planners expect the
population of Singapore to reach 5.5 million by 2040 or 2050, taking
into account an expected increase in the number of foreigners working
here. From just 3 million in 1990, the number has swelled to 3.9 million
today, including 700,000 foreigners.
A high-level working
committee is now looking at ways to encourage more couples to have
babies. Demographer Saw Swee Hock says that if the fertility rate
continues to stay below two, the population here, minus the foreigners,
will peak at about 3.3 million in 2025 and then begin to drop.
Singapore's water is
clean and safe to drink from the tap. There is no need to boil it.

In his National Day Rally speech
last night, Prime Minister Goh Chok Tong announced new
incentives to encourage Singaporean women to have more babies.
This is to
arrest the declining fertility rate among Singaporeans. The
total fertility rate has fallen steadily from 1.96 in 1988 to
1.48 last year. This is well
below the replacement rate of 2.1. If the low fertility rates continue,
the resident population will fall from 3.2 million to 2.7
million in 50 years and the resident labour force will fall by
more than one quarter.
Eight weeks'
paid maternity leave will be given to every mother expecting her
third child. The government will bear the cost (capped at
S$20,000), not the
employer.
The
government will also set up a Children Development Fund for the second and
third child born on or after April 2001. For the second child, a
sum of S$500 will be credited into the child's account yearly
until the child is six years old,
with an additional yearly amount up to S$1000 to match the
parents' contribution. For the third child, a sum of S$1000 will be
credited yearly until the child is six years old,
with an additional yearly sum of up to S$2000 to match the parents'
contribution.
The money can
also be used for the benefit of the other children in the family.
Approved uses are childcare, nursery and kindergarten
fees. The
government expects to spend about S$260 million on the fund
yearly.

In a two-hour National Day
Rally speech, Prime Minister Goh Chok Tong dished out goodies worth
S$3.2 billion. These include a S$2 billion CPF top-up for Singaporeans,
a S$260 million Baby Bonus Scheme, a S$110 million Medishield Insurance
payment scheme for two years for all Singaporeans aged 60 and above, a
S$300 million injection for The Eldercare Fund, and a S$500 million
Lifelong Learning Fund.
A three-year-old girl died
after falling three storeys from a Bedok HDB block on Saturday
afternoon. Kathy Phua slipped while trying to climb over a parapet wall.
She suffered serious head injuries and died in hospital shortly after.

Kuala Lumpur: Traffic
offenders will be offered a 50% discount on fines for one week to
encourage them to pay, it was reported yesterday. A Malaysian Road
Transport spokesman, quoted by the Star newspaper, said it was the first
time a discount on unpaid summonses had been offered.

anaesthetists have sparked a controversy by calling for brain-dead organ
donors to be administered anaesthetic before their organs are removed,
amid fears they could still be aware of pain. According to an editorial
in the Royal College of Anaesthetists' Journal, Anaesthesia, muscle
movement, increases in blood pressure and heart rate occur in some cases
of organ removal.
